haswell 在 archlinux 下频率异常，看论坛是内核 config 的一个参数设置有问题，我不想编译内核，直接在 grub 里加启动参数有用吗？

@okudayukiko0 看了下我想修改那个参数只能编译时设置，好蛋疼
